Job Responsibilities:
Liaise with project team leaders regarding design development, budget development, scheduling and phasing, procurement planning and execution support.
Develop and implement departmental policies, procedures, best practices and management tools that will contribute to building a scaleable team of professionals able to support the Design and Projects Department group activities.
Serve as the firm’s subject matter expert on cost management and develop and maintain a database of technical and benchmark information that can be quickly accessed for the purposes of systems evaluation and selection, costing and general reference.
Set division and departmental budgets, manpower planning and forecasting.
Approve departmental expenditures.
Liaise with senior management within Real Estate Division and Cambodia on pertinent matters such as project progress, business planning, staffing, etc.
Collaborate with Human Resources to help attract, train and retain top performing people in the firm.
Mentor and coach team members through focused one-on-one engagements and written action plans.
Collaborate with the Core Team to establish group objectives and goals and help drive specific action plans to achieve these goals.
Provide pre-acquisition phase support as requested by the design and project teams, such as due diligence work, feasibility study, costing assumptions, etc.
Required:
Graduate degree in Quantity Surveying, Engineering, or Construction Management, or equivalent.
Minimum 15 years significant experience as an estimator employed by a major building construction general contractor, construction manager, quantity surveyor, and/or developer, with specific focus on large scale mixed-use development projects; worked on high-end development project from design to construction with an area over 100,000sqm.
Strong project planning and management capabilities and the ability to create, implement, and monitor all construction schedules and control systems, policies, procedures, systems and standards.
Demonstrated understanding of real estate market fundamentals at a country and local level, including benchmarking, service providers, typologies and project delivery methods.
In-depth knowledge of prevailing market rates, trends, and standards as they relate to building materials and specifications of new building technologies.
Expertise in tender evaluation, contract negotiations, and claims management and strategy.
Sufficient working knowledge of FIDIC and British conditions of contract and rate analysis.
Thorough understanding of contract issues, local import procedures and tax regulations, and the ability to collaborate with multiple internal stakeholders to resolve contract issues such as insurance, financial matters, taxation and legal matters.
Ability to understand and communicate in English and Mandarin, verbally and in writing.
